Normally you should mail the maintainer, and even mail him twice. And
if there is no reaction at all after a reasonable time (please keep
in mind that he might be on holiday or something) I guess we agreed
that the decision goes on to the PEAR-group so they could judge about
certain contributions and submit them or even re-assign the package
to a new maintainer.
I guess if you have already tried contacting the authour various
times it would be best to outline your communitation-tries in a
messag to this list and if people of the PEAR-group believe that
action should be taken they will react to it accordingly.
