Look through the old php-dev archives (maybe after the switch to internals@ was made). Rasmsus implemented it, he had a quick guide in the intro mail.

No, but I would tie them together. make the sapi callout functional dependent on you config file. Keep in mind that I'm just back-seat driving here. I spoke up because treat_data was implemented specifically to address the problem you are considering. George
