Stephan, could you maybe think about whether it's possible to change
even the order of elements in the XML according to a dtd? Then we
could solve many package.xml-issues (correct ordering of elements -
as discussed in connection with Tomas's dtd) automatically. And then
I guess it would be a "Formatter" (or even "Refactorer" :-))).
