Looking at the source of PEAR_Dependency for
PEAR Version: 1.1
PHP Version: 4.3.2-RC2
Zend Engine Version: 1.3.0
It doesnt have any knowledge of how to handle optional dependancies -- I suggest that removing xmlrpc as a dependency for PEAR, may be a good idea.. (eg. I know to fix it, but it will confuse many people upgrading...)
