Hi,
Another solution is to release 1.3b3 without the dependency, and then release 1.3b4 and make it depend on 1.3b3. In this way, people have to install the version with no dependency before they install the newer version. All future versions would have to depend on 1.3b3, of course, until it is deemed safe to stop supporing upgrade from 1.1
