I think the majority of the work for this application is the loading of the data into a database and ensuring that it is constant. I'm not sure that wrapping what is effectively a database lookup (ignoring the CSV driver option) is worth an entire new package. Another point is that the Services prefix seems to be reserved for Web Services [1] What about web services? I found a SOAP-compatible service here [2] .This might fit in better alongside Services_ExchangeRates and Services_Weather IF you can find a reliable SOAP server (or choice of servers) for GeoIP data.
