Great improvement on usability is also to have things
like preselected country or currency etc in an html form.

I also tend to think that the whole thing is a bit too trivial
for "official" PEAR. But if you need it you can do
pear install http://www.appelsiini.net/~tuupola/php/download/I18N_IP2Country-0.3.0.tgz
