It is definitely focused on payment processing. The validation of information before the request is made is incidental, and merely present as a sanity check before making a high-latency network request.
Something else to note is that sending a payment transaction can cost money per transaction. Validating the info before it is sent can save lots of money. -- paperCrane <Justin Patrin>
