From my personal view it would be sufficient for a first step to be able to
have announcement-functionality. E.g. so users can sign up to keep informed
about a package, maybe sending messages via a webinterface and also
automatically sending messages to the users that signed up when a new release
is available. The package-specific questions can mostly be directed to the
maintainers via private email or could also be discussed on pear-general for
now since I don't think the traffic on that list too much ...
