Nice idea, but I would maybe do a Planet PHP, don't know if there are enough interesting blogs with pear only content
We have developed such an aggregator. See it at http://ping.kaywa.com/
It works the other way round, the blogs have to ping it, instead of the aggregator going to the blogs, but that could be rewritten.
It's based on PHP (...), Popoon, XML/XSLT, magpierss and sql2xml. Therefore the system prerequisites are quite high, but if interest is here, I can see, what we can do.
Ah yes, as it uses magpierss, it's GPL, but not really downloadable right now (it's an internal project, but releasing it isn't a problem)
