I just hacked around a little bit on our software. Certainly improvable and some features are missing, but the preliminary result can be seen here:

If there's interest, I can further work on that.
And yes, it's not about doing blogs on pear.php.net and it doesn't have to be an official php project. AFAI understand aggregators, it's just a webpage with links to pear/php-related blogs with the latest entries directly shown ;)
