Hi Greg. I have been through all of it! Though I did notice the 'New
Package' link this time around in the contributing section... but I still
get 'Insufficient Privileges'.

Registering the package
Once you successfully went through the contribution procedure and got your
pear.php.net account, you finish with registering your package. Registering
does not mean that you are going to release a first version of your package.
It just means that some basic information about the package will be added to
the PEAR package database.
The registration process is quite straightforward: Fill out the form on this
site and submit the information. After you have done that, the PEAR Group
has to finally approve your submission. This usually happens in a few hours
and you will be notified about it via email.

2.) Got pear.php.net account? Yes.
3.) Register the package? Clicked on link at
'http://pear.php.net/package-new.php' and I
cannot register the package as
the page displays 'Insufficient Privileges'.
Before anyone asks, I am logged in!
What else am I missing here?
