PEAR::DB apparently has no way to handle DB deadlocks, which is one of
the most regular (and easily-recoverable) occurences with our app. The
best bet seems to be just add another error constant, and I've attached
a patch to DB.php and pgsql.php to do that (I don't have access to any
other DBMSs' error messages). Attached is a small patch (it may have
acquired windows line-endings).
