Nope, this is not a recommandation. This is the package directory structure to be used in pear,
including your new packages.
That said, I agree that these docs may be more visible inside the manual.

This has been announced and published. It is not silly and you better have to do it. If you miss the
concept behind this structure, feel free to check peardev archives or ask.
