While the form of my comment *may* be considered inappropriate, I do think there is a problem. We have the written PEAR docs / rules, which can be clarified, modified via PEPr mechanism or more informal voting process, and we have their (private) interpretations. If the one interpreting the docs has also some authority, what rules he will enforce: the written ones or his understanding / interpretation of those? Fixing the docs may help here, discussion (even if not quite pleasant) may also...
