We have the written PEAR docs / rules, which can be clarified, modified via PEPr mechanism or more informal voting process, and we have their (private) interpretations. If the one interpreting the docs has also some authority, what rules he will enforce: the written ones or his understanding / interpretation of those? Fixing the docs may help here, discussion (even if not quite pleasant) may also...No, there is only one manual. But the members of various PEAR's Inner Circles have developed Ye Art Ov Reading Between Ye Lines. Of course, Ye Art is not taught to laymen like you and me.Please redirect such stupid comments to /dev/null and take the time to post on pear-doc to fix possible mistakes/out to date docs.
