Except that this link, which points to package-new.php mentioned in the mail
he quoted, is placed in the
Developers menu, which requires pear.dev karma
to be displayed. Even if you cheat yourself to the page itself, it still
requires pear.dev karma, before it lets you do this ;)
I know this 'cause I too've been waiting for pear.dev karma to create/upload
my package;)
