Yes, that text is fairly straightforward. So there seems to be a simple permissions catch: you must be 'pear-dev' in order to register package, but PEAR group asks you to register the package before upgrading permissions to 'pear-dev'.
Then the docs need to be appended to say that if you currently only have been given access rights to propose you need to ask the group to grant you pear-dev right. Its kinda hard for us to know who already has pear-dev karma and who doesnt. regards, Lukas
