Some versions of IIS (hehe, probably all) don't follow the protocol correctly and PHP issues this warning. It doesn't actually affect anything, though. You can fix this by updating to the newst Net_Socket. Alternatively, you can just disable warnings in PHP, but that's not a great idea for development. Yup, according to netcraft it is a Win2k with IIS 5. I am using the latest version of Net_Socket, unless the code in CVS has been updated?
