It's a definition, a package description and/or a documentation
problem but definitivally not a good reason to add a package only
for the cache/expire/etag headers.

Fixing clueless by adding packages is not the way. Documentation is.
By the way, I'm +1 to have it in Header, -1 for a new package. For
the record and ends the discussion about new package or not.
