PEAR/Mail in php 4.1.0 release broken?

What's up with PEAR in php 4.1.0, I thought that as of 4.1.0 (the next php release) all non-essential pear code was moved from /php4/pear to /pear? Anyway, PEAR is still a _mess_, especially when it comes to installing newer php releases (it blatantly overwrites cvs'ed /pear files) which still have older packages (like Mail) in /php4/pear which are deprecated (?). Now the mail class in php 4.1.0 is incomplete (Mail/mail.php is not there) and Mail.php dies on a fatal error since it cannot call $this->raiseError() (Fatal error: Call to undefined function: raiseerror() in /usr/local/lib/php/Mail.php on line 51). Which is a rather strange error anyway, since PEAR.php is properly included and Mail properly extends PEAR, but it might be my new webserver setup which has new include dirs set up, I'm looking into this right now.. When is there going to be someone that will finish the PEAR framework/package-stuff/website so it will be useable!!??
