They used to be in /usr/share/pear, but I believe this changed somewhere in
the 4.2.x - 4.3.x packaging. (The Debian PEAR package is taken from whatever
ships with PHP)
As Pierre said, things work fairly well for Perl's CPAN modules. As I
understand that setup, modules are packaged in the usual way, and
dh-make-perl is provided to package up any CPAN module into a Debian package.
I believe that this approach works, and should be used for PEAR as well.
Users can't write to /usr/local/ by default anyways, so I don't see the value
of allowing package installations there.
