Didn't look at the code but it seems that checking in the checkbox
beside "Planning to write a PEAR Package" produces the error message
described above and that some how doesn't make sense to me ;-)
If I would be planning on writing a package and thus proposing it then
I'd check in that box for sure.

Seems that was added in
http://cvs.php.net/diff.php/pearweb/public_html/account-request.php?r1=1.52&r2=1.53&ty=h , as an attempt to stop people from reqeusting PEPR accounts and leaving their requests in th queue forever?
Might be best to just remove the "Planning to write a PEAR Package", as it can be confusing to people whose native language is not english.
