John Jawed (http://pear.php.net/user/johnjay) has commented on the proposal for Web Services::PayPal
Services.

One thing I did not mention is that there a grave, unresolved issue with
their "live" WSDL. It's SOAP Server path points to their sandbox instead
of their live API site, hence rejecting live SSL certificates set with
stream->local_cert.
I had to workaround this, by downloading their "live" WSDL and actually
having it point to their "live" SOAP Server, instead of their Sandbox.
They are aware of this isssue, and I have no idea as to why they have not
addressed it. It seems easy enough for their devs to change...but I
suppose simplicity is not always an indicator of these things (just ask
any woman who has complained about the toilet seat being left in the
upright position).
Here is a version of the live working WSDL (just change the
$clsPPBase->szLiveWSDL class member):

I frankly feel this defeats the point of SOAP a bit, but let's save that
for another rant.
