I think it's "The version number must be greater or equal than 0.1.0" that's non-compliant. My reading is that the policy calls for PHP_CodeSniffer-0.1.0alpha1, given that the "0.0.5" version doesn't comply with the convention. If it started at 0.1.5alpha1, then the next release would be 0.1.5alpha2 for bug fixes; 0.2.0alpha1 if features were added.
That's just my reading of the document. Corrections welcomed.
