Yes, one implementation would be to extend/empower the current categories
-- and that means someone has to bootstrap all the package memberships, and
people memberships, to the "new group idea". (The "new group idea" includes
the concept of contributing people belonging to the group, not just the
packages belonging to the group.)
I suppose my underlying idea could equally be expressed as:
Extend the current categories concept so that all the maintainers of
packages in a category can collaborate.
This (my original idea wording, or the let's-expand-categories wording)
would lead us to smaller-than-PEARdev, yet larger than one package, groups
of worker bees.
