I agree I think the best step forward and I think i mentioned it before is to assign people in charge at the category level. they will simply responsible for moderating everything within that category - new PEPr proposals that fall in there realm, trackback maintenance, developer issues anything really. Each category in the listing should show the responsible category moderator, they should always be contactable to anwser issues within their realm. You will then have a group formed to function and organise the rest of PEAR.
