I got the same message even I tried on a local tarball, I don't know what is meant. I tried to package it over and over, but still got the same message. Anyone have a clue for this?

Yes, I just removed it. It doesn't valid anymore.
3. No end-user docs in this package. and no http://pear.php.net/package/Image_Tools/docs/0.4.0/ API docs?
I guess the API docs it doesn't generated yet or because checksum error.
Did something happen with the upgrade you just submitted?
