This is already available in the Downloads tab

This would be astronomically difficult to implement, as each doc file
would need to be checked individually in CVS, I'm not sure I want to go
this route :).

This is only possible for those packages hosted at php.net, and so I am
loathe to foist this on PEAR

I think a useful and interesting metric would be the percentage of bugs
closed by developers (independent of package) to show whether the
developers who maintain the package are active in that manner, but it
might be misleading to do this, which is why I haven't done it yet.
