I must say I am not strictly against the idea because many webservices
offer serialized data (aka "PHP format"), but I am not sure if this
really justifies its own implementation. But if it's easy and people
want to use it I wouldn't object to it. ;-)
Though, I'd rather see this package use XML_RPC2 and so on, instead of
duplicating code.
Sidenote - a HTTP_REST_CLIENT package for PEAR is being worked on.
