There are two ways you can do this:
1) use a http://pear.php.net/PEAR_PackageFileManager
script (examples
abound, there is one for pearweb at
http://cvs.php.net/viewvc.cgi/pearweb/package.php
and MDB2 has one as well)
2) use http://pear.php.net/PEAR_PackageFileManager_Frontend_CLI
or _Web
