The dbal help you connect and do a certain amount of things but in orderto be perormant you need to ptimize the relevant queries according to your needs. Somequeries will essentially e the same ut not all of them.Indeed, no abstraction layer can do that for you. But you can limit the amount of work when porting from one RDBMS to another by carefully choosing your SQL. In the end, I think that something like Gettext for SQL would actually be more efficient than using an abstraction layers, especially now that PDO allows for a common API.
