I'm guessing the PEAR installer doesn't do an auto-discovery of the
channel in these situations.

Hmm... How strange. I just did a channel-delete and then "pear
channel-discover pear.11abacus.com" and it didn't complain.
After that:
pear install http://pear.11abacus.com/get/PHP_ArrayOf-0.2.0.tgz
worked like a charm.

Indeed a good idea. What might even be better though, since the link is
only a "template license" on opensource.org, would be to have that on
pear.php.net that would fill the template with actual copyright information.
Something like:
