I agree with the previous comments (on the name), Net_GPS sounds like you
interface a GPS device, which you do not. So I agree with the naming
proposed by David and seconded by Chuck.
One minor thing:
cannot to judge the device.
Make that:
Cannot detect device.
(IMO) :)
