Yes - svn.pear.php.net commits do not go to pear-cvs@lists.php.net.
There have been several attempts to remedy this, and none have worked,
which implies that this is non-trivial. Until this minimal step is
worked out, there's no way I would personally endorse any move of cvs to
svn.
If the technical details are worked out, then yes, this is fine.
