Please clear sepparate the two non-related concepts:
- Category. Where a package will be displayed in the web.
- Package. A set of files containing one or more PEAR classes.

PS.- For the moment only PEAR Web admins are able to create new
categories. Please if someone needs a new one please just drop a mail to
pear-webmaster@php.net (or here) and someone will create it ASAP.
