It's in beta, but it's working now. The database has some old files in
it and such, we will probably re-initialize the whole thing before
public release.

The idea is to move all the source into /pear and put package .tar files
in the PHP distributions that are installed/upgraded by the PEAR
installer during PHP's "make install". We won't get there until
php4/sapi/cli is installed by default though. The cli was withdrawn as
a default feature of 4.2.0, so we'll have to wait until 4.3.0 with this
one.

Yes. CVS is just a tool for managing your source. The website is
PEAR's distribution channel.
