This is because the available packages is not necessarily bound to the
CVS server. If people want, they can keep all the code locally and just
upload releases. What you need to do is run "pear package" and upload
the new .tgz file on http://pear.php.net/release-upload.php. Also
remember to tag the files included in the release, you can do this
simply with "pear cvstag package.xml" (if you're running the packager in
verbosity level 1 or above it will print this command or the alternative
cvs command).
