I'm also interested in improving PHPDoc, and hopefully will have time
after finals. Also, Tim should investigate Cygwin (http://www.cygwin.com/)
for installing a lot of the tools that default Windows lacks natively
(patch, diff, cvs, etc.) Cygwin helps Windows users work with Unix users
more effectively.
