AFAIK metars are not possesion of airports but National Weather
Service (http://weather.noaa.gov/). Metars are used mostly for air
navigation and IMHO it is some kind of obligation to produce them.
I don't understand if proposed class is only Metar-parser or it is
also Metar-retrieval. If the second one, it is fact that network socket
connection is used, so name Net_Weather is eligible too.
