Doing it like that will enable you to use Pear. On the other hand, not many
people have enough knowledge to change the ownership of those files. If the
default pear files would be owned by nobody:nobody it would save a lot of
troubles (for instance with Smarty).
PHP could get the value of the webowner from the httpd.conf (apache) when
they install it. I'm just not sure about other webservers.
