I'm managing the i18n stuff for the Horde project and we already have an (unfortunately not functional at the moment) app to do this sort of things. I didn't find the time so far to make it work and fit into the Horde framework. But I wrote a (php) commandline tool to help our translators managing their translations. I'm definitely interested in joining forces in this direction. Is there any place where we can see what you've done so far?
