im also having similar problems with win 2k
i am installing by downloading go-pear and running it with php -q go-pear, which seems to work correctly (everything gets installed under c:\php\pear)
the only pear.bat file that i have was installed in c:\php\scripts
Calling this file seems to do noting
e.g.
c:\php\scripts> pear
c:\php\scripts> pear install Config
[nothing]
ive ended up manually copying the pear files to the right locations :(

NSTAN~1\JOVE1.6\bin;C:\php4;Z:.; well, the pear installer not works for me on win2k.
