Installer problems

I am having problems with building the latest version of PEAR. I followed the instructions in the manual at http://pear.php.net/manual/en/installation.getting.php and when that didn't work, I grabbed the message thread 976 - from this list pear-general- thread.976@lists.php.net which described the exact problem I had. This lead to a libtools update (a good thing). However, it still does not work. I followed the instructions, but when I do the ./buildconf it does the tools check and passes, but then gives an error that Zend/Zend.m4 is missing. Indeed, there is no Zend directory. Okay, so I copied my /Zend/Zend.m4 from my existing PHP install. Next error TSRM/tsrm.m4 is missing.
