Have you maybe some free time to download and extract PHP 4.3.3, which works very fine for me, and try the installer with it? So we can make sure if the problem comes with PHP/PEAR or it has do to something with (the settings on) your system.
On the other hand, if you are busy and don't have to deal with this now, you may also try using the web installer to install PEAR independently into every project of yours under your DocumentRoot. I like this way better since you won't need to ask the sysadmin to install PEAR on the production server. See the section "Installing a local copy of PEAR through ftp" on http://pear.php.net/manual/en/installation.shared.php. If you use the web frontend of the installer on Windows, be sure to know this bug http://pear.php.net/bugs/bug.php?id=1067 and replace that backslash when the script breaks.
