From: http://www.w3c.org/TR/2004/REC-xml-20040204/#sec-starttags Empty-element tags MAY be used for any element which has no content, whether or not it is declared using the keyword EMPTY. The empty element tag MAY be used.
For interoperability, the empty-element tag SHOULD be used, and SHOULD only be used, for elements which are declared EMPTY. Just when declared EMPTY, it's SHOULD only be used.(but is recommended any case) What means, if this element may have some content then it can be empty, as open tag followed by close tag not forced to be an empty-element tag. Is it not to be read this way ? -- bertrand Gugger (toggg)
