First of all, one can consult the download statistics on the website:
1) HTML_Template_IT (398,950)
2) HTML_Template_Sigma (82,635)
3) HTML_Template_Flexy (60,888)
4) HTML_Template_Xipe (55,903)
5) HTML_Template_PHPLIB (49,979)
to learn which template engine is the most popular. The numbers for IT are inflated a bit since it was bundled with PEAR.
