Karma in this context normally relates to the access control message
"You have Insufficient Karma to ....." when commiting a file etc.
The message is issued by a perl script run at commit time by cvs originally (and perhaps still) called cvs_acls.pl
First mention I could find of this was made in 1994

The first mention I could find of karma related to avail was a FreeBSD commit in 1996
cvs karma appears to have been used throughout (Net|Free)BSD's history, and was implemented by the apache group, and later on the PHP group, since PEAR shares PHP's CVS server, it in turn uses "CVS karma" to indicate whether a user has valid privaliges to modify a file.
Perhaps the most amusing post regarding karma came in 1999, when a user of wincvs tried commiting a file...

Hello bertrand, bG> I'm really sorry to insist, bG> but could someone define what's that CVS karma ? bG> I mean, technically. bG> For buddhist karma definition, I would search elsewhere as on pear. Karma in a technical sense in TikiWiki project and in some others is weight of some person deeds. Karma system means that a person with more or positive karma have a greater influence on votings, proposals or access restrictions. Karma points can be earned by writing docs, commiting code to CVS, by patches, fixes sent to trackers or by score system, which allows other members with positive karma to define quality of your messages or other activity. I suggest you search on http://tikiwiki.org better than PEAR. PEAR misusing this word as their sense of it is just "access". I'm unable to convince everyone here, because I don't have karma for that in buddhist definition, so this misusing will take place and in the future. "You don't have karma" sounds more pleasant than "you don't have access", but these are not the same. t
