Lars Olesen and Carsten Wiedemann both reported problem on Windows.
Carsten has an endless loop on
PEAR_Command_Install\upgrade-all\test.phpt with 50% cpu time until he
stops it manually
Lars told me:
it seems it is stuck on test 675 / test_normal_rest.phpt
