It may be the combination (which would suggest a bug in ini-handling). Try: set environment TEST_EXECUTABLE=sapi/cli/php set args -f run-tests.php ext/mbstring/tests/htmlent.phpt [...]

Use CFLAGS='-O -pipe -fno-omit-frame-pointer' and --enable-debug to make sure that symbols are compiled in. If you've done so, the bug is in libc, and you should recompile the kernel with DEBUG options. Take a look at the LINT kernel in /sys/conf/$ARCH/.
That has been failing on 64-bit archs, a long time now :(
I guess it would be safe to label PHP 4.3.0 as "unsafe for 64-bit platforms!"? :(
